Regional Housing Services Plan

The City of Boulder’s Housing & Human Services (HHS) department had been working alongside Boulder County and the municipalities within the county to approach housing needs from a regional perspective. One potential solution was to create a Regional Inclusionary Housing Program, administered by the City of Boulder, that would centralize housing services to serve the entire Boulder County community. 

HHS needed to create a plan to implement the Regional Inclusionary Housing Program including its costs, resources, operations, and governance. Leadline was responsible for creating the plan based on their understanding of the needs and constraints; feasible implementation options; and  input from stakeholders.
