Library District Creation

Summary

Taxpayers supported a ballot initiative in 2022 to transition the Boulder Public Library system into an independent library district by January 2024. Leadline was hired to alleviate staff’s workload to manage the large transition projects in HR, IT, and finance to prepare the district to operate independently beginning in 2024. Leadline’s ability to align staff workload with the highest needs and also act as an extension to the staff team serves a great benefit to projects that are unfamiliar or unusual to governments.

Approach

The Boulder Public Library District (BPLD) hired Leadline to manage the transition to re-establish operations including HR, IT, facilities, finance, and communications to provide a seamless transition for employees and BPLD customers. Leadline’s team was embedded in the BPLD leadership team as a true extension of their capacity to manage a significant and unusual project of transitioning the organization to an independent tax district.

The BPLD team has expressed great appreciation for the skills that Leadline provided in managing multiple high-visibility initiatives, improving processes, and filling key strategic gaps in their team.
