Justice40 Framework Creation

Summary: Justice40 is a federal initiative by the Biden administration to make a goal that 40 percent of the overall benefits of certain Federal climate, clean energy, affordable and sustainable housing, and other investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. Boulder County initiated an effort in Fall 2023 to implement community-informed Justice40 principles at the local level, position the community to benefit from federal funding, and change their practices to be better stewards of environmental justice practices. 


Approach:  The county hired Leadline to manage this project in partnership with two well-respected community leaders in Boulder with decades of experience in environmental justice and working to alter inequitable government systems. Leadline coordinated the delivery of a recommendation report that highlighted national findings, an analysis of current practices in Boulder County, and outcomes of a series of community engagement activities.
