Housing Development Strategy

Summary

The Broomfield Housing Alliance (BHA) was created in 2022 to “create abundant, attainable, inclusive, and sustainable housing that gives all residents of Broomfield an opportunity to thrive"“.

BHA’s finite resources need to be used strategically to meet its goals in growing affordable housing in the Broomfield region. 

BHA engaged Leadline to create an opportunity pipeline to strategically invest in properties and further the mission of affordable housing in Broomfield. 

The questions were: Where should investments be made? What kind of investments? Who can BHA serve?

Approach

You have to know why you’re going before you know where you’re going. Leadline started with a strategy session of BHA and its Board of Directors to understand their priorities and desired impact. Getting to the why pointed the team to where they needed to go. 

Leadline analyzed several data sources, including GIS, assessor records, and industry data to create a full database of opportunities for BHA’s consideration. Then, working alongside BHA, we narrowed the list so that BHA had strategic focus and acted opportunistically with well-founded rationale. 

The newly formed authority now has a prioritized assessment of all development potential in its purview that can be used daily to consider its investment options.
