No Means No More Delay campaign

Campaign Management for 2022 Election: No on 2F. Campaign advocated for voters to preserve the University of Colorado (CU) Boulder South Annexation Agreement.

Summary

Boulder City Council approved the CU South Annexation Agreement in fall of 2021, following years of negotiation and community engagement focused on flood mitigation, affordable housing, intentional development, and open space protection. Leadline supported the University’s annexation agreement negotiations in 2021. Despite controversy, a citizen-led ballot initiative to restrain the annexation agreement failed, but residents successfully initiated a referendum, leading to a fall 2022 ballot where voters decided whether to repeal the annexation agreement (“Yes” vote) or keep it in place (“No” vote).

Approach

Leadline provided campaign management services for the citizen’s initiative toward a successful “no vote” on the issue, which was named 2F on the ballot. 

Given Leadline’s history and understanding of the annexation, we joined the campaign team with a high degree of technical understanding combined with full belief that “No on 2F” was a campaign worth supporting. 

Leadline managed a team of motivated political and community members to organize fundraising and messaging. Managing a $40,000 budget, Leadline made decisions about spending strategy, deploying volunteers, and identifying potential weak points. Leadline is especially skilled in wrangling a team with disparate and passionate ideas and funneling those ideas into action. 

Leadline maintained an overall campaign strategy and managed professional services contracts, voter data, spending analytics, and community perception. 

Leadline’s project management kept the campaign team motivated and ultimately achieved a productive and successful campaign.
