Summary
Leadline partnered with Trestle Strategy Group to provide annexation strategy and project management services to the University of Colorado Boulder (CU), resulting in successful annexation of 300+ acres of land into the City of Boulder, codified in the largest land use agreement between the University and City.
Approach
The annexation agreement was a culmination of highly contentious community interest, complicated land use principles, and several high-profile stakeholders. Leadline was instrumental in clearing the path for the University team to organize their negotiation strategy, pivot quickly on new information, and be in the best position to create a strong agreement.
